Cap council rates increases at 2 to 4 percent a year
What it actually does
Council rates rises would be held within a target range of 2 to 4 percent a year, enforced by an independent regulator, with time-limited exemptions for events such as natural disasters. Water services are excluded. Councils would consider the range from July 2027 and the cap takes full effect from July 2029. Passing it is in National's 100-day plan.

Remove the ETS charge from fuel
NZ First would abolish the Emissions Trading Scheme charge on fuel over the next term, which it says added about 12 cents a litre to petrol and 14 cents to diesel over the past year. The party says the ETS took $850 million from consumers and businesses for carbon credits in that period.
Cut spending and foreign aid back to 2017 levels
ACT's fiscal plan would return non-welfare spending to 2017 levels (adjusted for inflation and growth), cut the annual operating allowance from $2.4b to $2b, reduce foreign aid to 2017 levels (excluding aid to Ukraine) and abolish 'demographic' ministries. ACT says net core Crown debt would be $12.4b lower than forecast; health, education, defence, police and children's services are exempt.
